Structural jobs run on S275JR and S355JR (or A36 on American specs); piping work runs on SA106 Gr.B and API 5L. Fabricators cut what a drawing needs and the remainder — often a perfectly clean half plate or a few metres of pipe — goes back on the rack. That remainder is what you find here, at off-cut prices rather than full-length mill prices.
Structural steel normally carries mill scale and some surface rust from open storage; that is cosmetic, and each listing states the declared condition. Weights are calculated from the section, so what you see is what lands on the truck.

Minimum yield strength — 275 MPa against 355 MPa. S355 carries more load for the same section, so structural drawings increasingly specify it; S275 remains common for general fabrication.
For structural use, usually not — mill scale and light surface rust are normal for steel stored in a yard and come off with blasting or grinding. The listing states the declared condition, and photos show the actual piece.
